ABSTRACT
The study aims to identify sex-, age-, and intra-regional differences in potential years of life lost (PYLL) from preventable causes of death among the working-age population of the Amur Region. The theoretical and methodological framework of the study is based on approaches to the assessment of preventable mortality and PYLL used in demographic research. The empirical basis includes mortality and population data for the Amur Region for 2017–2019, disaggregated by sex, five-year age groups of 15–64 years, municipalities, and major groups of preventable causes of death. For the first time in this region, PYLL was decomposed by narrow five-year age groups for the working-age population (15–64 years), with differentiation by sex, municipality, and groups of preventable causes of death. The findings show that PYLL increased in both men and women due to causes of death associated with primary prevention measures, as well as due to causes dependent on timely disease detection and the quality of treatment. The age-specific contribution to PYLL was found to be characterized by pronounced gender and territorial differences. In 2017–2019, PYLL from causes associated with primary prevention increased by 3.1% in men and 8.8% in women; the most pronounced increase was observed among men aged 25–29 years and women aged 35–39 years. At the same time, a decline in PYLL was recorded for both sexes in the 15–29 age group. For causes preventable through timely disease detection and improved treatment, the increase in PYLL was minimal, amounting to 1.7% in men and 2.7% in women. The most favorable situation was identified in Blagoveshchensk and the closed administrative-territorial entity of Tsiolkovsky, while the most unfavorable situation was observed in the urban-type settlement of Progress and the Zavitinsky Municipal District. The findings may be used as an evidence base for improving regional health policy in the field of protecting the health of the working-age population.
