ABSTRACT

Demographic aging is a major challenge for many countries, including Russia. It places an increasing demand on healthcare, pension, and social security systems. Additionally, it poses risks of labor shortages. On the other hand, there is a need to effectively utilize the resource potential of older people to solve socio-economic issues. In this context, it is particularly important to shift from fragmented social policies to the formation of an integrated system that brings together the efforts of different stakeholders to ensure the well-being of the elderly. The aim of this paper is to develop a theoretical framework of interaction between key players in promoting the well-being of older people. The study is grounded in applying the welfare state and successful aging concepts. It employs the selection–optimization–compensation model and an ecosystem approach, utilizing methods such as analysis, synthesis, and conceptual modelling. The information base consists of data from a sociological survey of the Vologda Oblast population and an expert survey of key actors in a programming system for a prosperous old age, conducted in 2025. This made it possible to identify the significance of various sources and forms of support provided by different stakeholders, as well as to evaluate the performance and effectiveness of key organizations and actors working with the elderly. The main outcome of the project was the creation of a conceptual model of interaction between various actors in a programming system for a prosperous old age. This included clarifying the principles behind its design and determining the roles played by different actors at different stages of the human life cycle. The practical significance of the study relates to the potential use of the proposed model for developing and implementing measures to improve social policies.
