All works must correspond to the problems of the level and quality of life.
Articles in the journal are published free of charge, no fees are paid. The editors do not charge authors for posting articles in the open access, reviewing, as well as the content of the site and electronic deposit of manuscripts.
The editorial board has the right to conclude an agreement with the authors for editorial and publishing services (translation of an article, processing fee and other additional services).
Reprinting is allowed only with the permission of the publisher and with a mandatory link to the magazine “Living Standards of the Population in the Regions of Russia”. The editorial board has the right to post an article on external resources, translate and replicate it with a mandatory link to the magazine “Living Standards of the Population in the Regions of Russia”.

The review process
Main guidelines
1.1. This Regulation defines the procedure for reviewing articles submitted to the Editorial Board of the scientific and practical journal "Living Standards of the Population in the Regions of Russia" (hereinafter – the Journal) for publication, in accordance with Russian and international publishing standards.
1.2. The purpose of reviewing manuscripts is to ensure a high scientific level of the Journal on the basis of original, completed works of researchers and practitioners in the field of the level and quality of life of the population.
1.3. The manuscripts of articles that do not violate the requirements of the Journal for the design of articles and have been successfully checked in the "Antiplagiat" system are subject to review. The requirements for the design of articles are published in the printed and electronic versions of the Journal, and are also available on the publication's website: vcugjournal.ru Materials of reference and informational content are not subject to review.
1.4. Manuscripts are the intellectual property of the authors and relate to information that is not subject to disclosure during reviewing.
Review procedure
2.1. The organization of work on reviewing manuscripts is carried out on the principle of two-way "blind" (anonymous) reviewing: the reviewer is not informed about the authors of the reviewed manuscript, the authors are not informed about the reviewer. The interaction of reviewers and authors is carried out through the editorial office of the Journal.
2.2.Members of the Editorial Board and the Editorial Board of the Journal, as well as third-party experts with sufficient experience in scientific work in the scientific direction stated in the article and having a candidate's or doctor's degree, are involved in reviewing. It is not allowed to involve as a reviewer the author or co-author of the reviewed work, managers and employees of the department in which the author works, co-authors.
2.3. The manuscript is sent to two reviewers in electronic form (in printed form at the request of the reviewer) together with the established review form and a cover letter without specifying any information about the authors and with a notification that the manuscript is the intellectual property of the authors and refers to information that is not subject to disclosure during reviewing.
2.4. The manuscripts are evaluated by the reviewer for compliance with the criteria, the list of which is established by the Editorial Board of the Journal. The duration of the review should not exceed 10 days from the date of receipt of the manuscript to the expert.
2.5. The results of the review serve as the basis for the decision of the editorial board of the Journal to allow the manuscript to be published (with or without revision by the authors) or to refuse publication.
2.6. Information about the results of the review is provided to the authors without specifying any information about the expert. The authors of the manuscripts have the right to provide the editorial board of the Journal with a reasoned disagreement with the results of the review. It is allowed to review the article by a second expert.
2.7. A manuscript in need of revision is sent by the Editorial Board of the Journal to the authors with critical comments of the reviewer. The completion period is 10 days. In case of non-compliance with the deadlines for revision, complete rejection of revision, or failure to take measures on fundamental comments, the Editorial Board reserves the right to refuse publication. The article modified by the authors is re-submitted to the same reviewer or another at the discretion of the Editorial Board of the Journal. The final decision on the revised article is made at a meeting of the Editorial Board of the Journal based on the results of repeated review.
2.8. Reviewers may be asked to review the changes made to the manuscript or to create a new version of the review based on the corrected text of the manuscript. 2.9. The Editorial Board reserves the right to edit the text of the manuscript in agreement with the author.
2.10. The review of manuscripts for the Journal is carried out free of charge.
2.11. All reviews are stored in the editorial office in writing for five years.
Requirements for the content of the review
3.1. The review of the manuscript includes:
- Text presentation of the results of the evaluation of the manuscript according to the established criteria,
- Evaluation of the manuscript using a point system,
- Final recommendation.
3.2. The evaluation of the manuscript is carried out according to the following parameters:
• the relevance of the problem under consideration;
• formulation of the hypothesis;
• scientific novelty of research results;
• methodological and educational usefulness;
• practical application (already held).
In addition, in the conclusion, the reviewer indicates: the conformity of the content to the stated topic, the relevance of the research, the correctness of theoretical and methodological approaches and research tools, the quality of the actual material used: novelty, reliability (confirmation by relevant sources), the validity of the conclusions, their compliance with the objectives of the study, the quality of the annotation: completeness, conciseness, characteristics of the sources used: the use of modern (last 5 years) scientific publications of Russian specialists on the stated topic, the use of foreign sources, scientific/practical significance of the study.
3.3. The text presentation of the results of the evaluation of the manuscript should be concise and understandable, critical comments should be justified and reasoned.
3.4. The evaluation of the manuscript with the use of points of the table in the appendix "Review form".
3.5. A generalizing recommendation is given in the final part of the review. The expert points to one of the three proposed variants of the recommendation that corresponds to the results of the review:
- accept the manuscript for publication (the manuscript fully meets the established criteria);
- accept the manuscript for publication with the condition of completion (the manuscript does not fully meet the established criteria);
- refuse to publish the manuscript (the manuscript does not fully meet the established criteria).
3.6. The review is provided to the Editorial Board of the Journal in a typewritten version, or in electronic form from your personal postal address.
3.7. The review is signed by an expert with a transcript of the surname, first name, and patronymic, indicating the academic degree, academic title, position, and date. The signature must be certified at the place of work.
3.8. The editorial Board undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office of the publication.
Open access
Full electronic versions of journal articles are made available on the journal’s website (https://www.jour.fnisc.ru/index.php/vcugjournal) after 3 months from the publication date in printed form (annotated issues are published on the journal’s website promptly), which provides open access to research results and contributes to solving a set of issues aimed at improving the level and quality of life for the country’s population.
Open access leads to an increase in readership outside of researchers’ community, thereby increasing the opportunity to benefit from knowledge and experience on the issues of living standards and quality of life presented in the journal.
Open access also leads to greater recognition and citation of authors’ work, and increases the rate of global knowledge sharing.
Submission, correction and retraction of articles
The author must confirm that the submitted article has not been published or has not been accepted for publication in any other scientific journal.
When referring to an article published in the journal “Living Standards of the Population in the Regions of Russia”, the publisher asks to indicate the full imprint of the article.
The article must be confirmed by e-mail by all authors. Changing the authors of the article after sending the manuscript to the editorial office requires agreement with the editorial board of the journal.
Confidentiality & conflict of interest
Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the author(s). Information or ideas obtained during the review and associated with possible benefits must be kept confidential and not used for personal gain.
Reviewers do not participate in the review of manuscripts in case of conflict of interest due to competitive, joint and other interactions and relationships with any of the author(s), companies or other organizations associated with the submitted work.
